BPOS Powers Hollywood

Microsoft ‘s Business Productivity Online Suite has been selected by the State of California in the detriment of Google Apps, as the Cloud solution to replace the current multiple email applications in a move introduced through an executive order from Governor Arnold Schwarzenegger to spend less of the tax-payers’ dollars.
Google fought to prevent the deal, claiming that the requirements for the California Cloud services contract were tailored to Microsoft offerings.

The Mountain View-based search giant never submitted an actual bid, as Google Apps could not offer the functionality mentioned in the requirements. Google argued that it was impossible to meet the lengthy list of requirements, and pointed the finger at Schwarzenegger's administration, crying foul play over the bidding system.

In the end it was CSC that won the $60 million contract to migrate the State of California’s email systems, with over 200,000 users to Microsoft’s Business Productivity Suite (BPOS).

“This is part of our efforts to consolidate and standardize information technology infrastructure to reduce costs and enhance productivity,” stated Teri Takai, chief information officer of the State of California.

“Technology strategies such as cloud computing are key to executing the mission of our office which is to strengthen IT project oversight, increase transparency in technology spending, increase cost savings and define specific targets to reduce energy usage.”

Microsoft applauded the deal and emphasized that Google could not enter the bid for California’s Cloud Services Contract because its hosted offerings lack basic functionality.

“Such a PR smoke screen is a way to go on the offense with tons of players so no one notices you have an empty net,” Kisslo said.

“The Ad Company complained that many of the requirements put forth were too Microsoft centric or simply wrong to ask for in the first place. Some of these radical features included elements like:

• allowing a user to create a mail 'folder'
•'request delivery receipt' for an email.
•'ability to invite attendees as optional in calendar notices.'
•'ability to create calendar appointments or task while off line'

A text editor that uses syntax highlighting for any type of files

RJ TextEd enabels you can use syntax definition files in order to recognize keywords, tags, strings and other items that you want highlighted in the text. RJ TextEd is a Unicode editor capable of loading and saving ANSI, UTF-8, Unicode and Unicode big endien files.

RJ TextEd can use class auto completion, tag auto completion and hints to assist in editing your source files. The documents can be saved encrypted using strong encryption (twofish) or as html with syntax coloring.

RJ TextEd does not only handle source code. It also handles true ASCII files, binary files and of course plain text files. XML and HTML Code Explorer Tree:
· I've added a new tab on the code explorer page with a tree view for XML and HTML tags.
· The tree have the same functionality as the class method lists. Tags are updated as you type, the current tag is selected in the tree and you can click on an item to navigate to that tag.
· The correct tab should be opened automatically, in most cases. Tree view for XML and HTML files + script files containing HTML tags (PHP,ASP...). Otherwise the class/method/function view is opened.
· The current tab view is remembered for each document throughout a session.

Pakistan NATO Attacks: Dozens More Fuel Tankers Destroyed, Driver Killed

QUETTA, Pakistan — Gunmen torched more than two dozen tankers carrying fuel to NATO troops and killed a driver Wednesday, the sixth attack on convoys taking supplies to Afghanistan since Pakistan closed a key border crossing almost a week ago.
Islamabad shut down the Torkham crossing along the fabled Khyber Pass last Thursday after a NATO helicopter attack in the border area killed three Pakistani troops. The closure has left hundreds of trucks stranded alongside the country's highways and bottlenecked traffic heading to the one route into Afghanistan from the south that has remained open.
In Washington, Pentagon spokesman Geoff Morrell said an investigation of the helicopter attack was expected to be concluded later Wednesday, and that he expected the spat between allies could be resolved soon.
The U.S. has supply routes through other countries into Afghanistan, and Morrell emphasized that the Torkham closing had not caused fuel problems for NATO troops.
"We don't suspect it will, even if this were to last into the future," he said Tuesday at the Pentagon. "But we really do have a sense we're making progress and this can be resolved soon."
Hundreds of supply trucks still cross into landlocked Afghanistan each day through the Chaman crossing in southwestern Pakistan and via Central Asian states.
Still, Pakistan is the fastest and cheapest way to get goods to Afghanistan, and trouble with other routes in the past makes it even more vital. Uzbekistan evicted U.S. troops from a base that was used to ferry supplies into Afghanistan, and last year Kyrgyzstan threatened to do the same, though it has since backed down.
The attack early Wednesday morning came on trucks on their way to the Chaman crossing.
An unidentified number of gunmen in two vehicles attacked the trucks as they sat in the parking lot of a roadside hotel on the outskirts of Quetta, the capital of Baluchistan province. At least 25 trucks were destroyed by fire that spread quickly from vehicle to vehicle, senior police official Hamid Shakil said.

Asia Floods: Indonesia, China Among Hardest-Hit

TELUK WONDAMA, Indonesia — Helicopters dropped food to isolated villages and security forces helped search for survivors as the number of people killed by floods and landslides across Asia climbed Wednesday to more than 100.
Three-quarters of the deaths were in eastern Indonesia, where days of torrential downpours caused tons of mud and debris to crash into hillside villages. Twenty-six fatalities were reported in Vietnam.
On the nearby Chinese island of Hainan, 64,000 people had to be evacuated.
Hundreds of homes were damaged when a river burst its banks in the hardest-hit Indonesian village of Wasior, sweeping away residents in a fast-moving wall of sludge, rocks and heavy logs and leaving thigh-high water in its wake.
"Many people didn't have time to save themselves," said one woman, Ira Wanoni, as she waded through the rubble.
With roads and bridges across West Papua province submerged or completely destroyed, it took days for help to arrive.
It wasn't until a navy ship arrived Wednesday, carrying soldiers and police – together with tents, sleeping mats, instant noodles, clean water and medical supplies – that the extent of the damage became clear.
Dortheis Sawaki, heading local relief operations, said 75 bodies had been pulled from the mud and the wreckage of crumpled homes, but dozens more were still missing.
Another 90 people were hospitalized, many with broken bones. Some had to be evacuated by helicopter and, as hospitals in the district of Manokwari became overwhelmed, others were taken by ship to neighboring provinces.

Amputations increase with surge in Afghanistan

The number of U.S. soldiers who have suffered amputations in Afghanistan has increased sharply over last year as more troops move into territory, according to Army data.
Amputations rose from 47 in 2009 to 77 through Sept. 23 of this year, or an increase of more than 60%, the Army reports.
The chief cause of the injuries are improvised explosive devices — or IEDs — that are planted in the ground or along roads, according to the International Security Assistance Force, which oversees military operations in Afghanistan.
Coalition forces have been hit by more IEDs in recent weeks as the surge in U.S. troops allows for expanded operations into traditional Taliban strongholds in  and Helmand provinces in southern Afghanistan.
"The patients survive only because (of) the wearing of body armor," along with the use of tourniquets in the field and rapid evacuation to a hospital by helicopter, said Navy Cmdr. Eric Elster, lead surgeon at a NATO hospital outside Kandahar City.
The vast majority of amputations involve the loss of either an arm or leg, but a dozen soldiers this year have had multiple amputations, twice the number of such cases in 2009.
At the NATO hospital, doctors amputated a major limb — a leg or arm — an average of once every other day in September, according to Navy Capt. Michael Mullins, a hospital spokesman. The operations included not only U.S. troops, but also NATO troops, Afghan soldiers and civilians, Mullins said.
A recent Pentagon report said IEDs are now the "the most serious threat" to coalition forces, killing 6,200 allied and Afghan troops in fiscal year 2009, compared with 3,800 in 2008.
The surge in reinforcements ordered by President Obama and subsequent military operations in Taliban strongholds have led to the "highest rate of IED attacks" since the war began in 2001, the Pentagon report said.
Deaths among U.S. troops in Afghanistan this year reached 531 in September, surpassing the 514 Americans killed in 2009.
Even with the increase in combat, the number of amputations among U.S. soldiers in Afghanistan is less than half of those GIs who lost limbs in Iraq at the height of that war. There were 207 soldiers who became amputees because of war wounds suffered in Iraq in 2007, according to Army statistics, the worst year for that type of casualty in the Iraq fighting.
However, the percentage of major amputations (loss of a leg or arm) is higher this year among the Army casualties in Afghanistan than any year in Iraq. In Afghanistan, 90% of Army amputees lost a major limb; in Iraq, that figure never exceeded 80%, according to Army statistics.

Izzedine Kawazbeh, Palestinian Worker, Killed As He Sneaks Into Israel

SAIR, West Bank — Israeli police killed a West Bank construction worker as he tried to sneak into Jerusalem on Sunday, shedding rare light on the risks taken by thousands of Palestinians who are desperate for jobs but are denied permits to enter Israel.
Also Sunday, an Israeli military court convicted two soldiers of using a 9-year-old Palestinian boy as a human shield during last year's Gaza war – the most serious conviction yet connected to troops' conduct during the military offensive.
The West Bank laborer, Izzedine Kawazbeh, a 35-year-old father of five, was shot after scaling Israel's towering separation barrier by rope and dashing across a wide stretch of road heavily patrolled by Israeli police. Israel started building the barrier in 2002 during a wave of Palestinian suicide bombings that killed hundreds of Israelis. The last one was in February 2008.
In an added twist, some of the laborers head to construction jobs in Jewish settlements, helping Israel tighten its hold on lands the Palestinians want for their state.
The workers say they are too busy struggling to feed their families to think much about the risk or the nature of their work. West Bank jobs are scarce, and a laborer there makes only about half of what he would get on an Israeli construction site.
"All he wanted in life was to earn money to feed his family," Kawazbeh's brother, Zeinedin, 34. "He didn't care about anything else." Kawazbeh's widow, Fathiyeh, 30, is pregnant.
The West Bank has recently witnessed a modest economic recovery after years of conflict-driven downturn, but hardship remains widespread in places like Kawazbeh's home village of Sair, where hundreds of men set out weekly for jobs inside Israel.
West Bank Palestinians must obtain permits to enter Israel and the dozens of Jewish settlements in the West Bank. Israel argues that it must tightly screen Palestinian workers to weed out possible attackers.
About 20,000 Palestinians have permits to work in Israel, and another 20,000 have permits to work in West Bank settlements, said Salwa Alenat from Kav Laoved, an Israeli group that assists the laborers. As many as 15,000 sneak in without permits, she said

CU-Denver Student Examines The Reasons For Facebook Unfriending

A University of Colorado-Denver business student claims to have conducted one of the first comprehensive studies on the causes and etiquette of "unfriending" on Facebook. Christopher Sibona surveyed over 1,500 Facebook users and says his findings point to "frequent, unimportant posts" as the number one reason for unfriending.
"The 100th post about your favorite band is no longer interesting," Sibona said in a.
Making politically polarizing and inappropriate posts on friends' walls are the next-most prevalent reasons for unfriending, according to the study
According to the CU-Denver Business School press release:

The study showed 57 percent of those surveyed unfriended for online reasons, while 26.9 percent did so for offline behavior. Sibona found a sort of online hierarchy of dominant and subordinate relationships. For example, those making friend requests stood a much higher chance of being abruptly unfriended. At the same time, those doing the unfriending seemed to hold the upper hand in the relationship. It's a delicate dance with its own rules or "nettiquette," far different from face-to-face interaction.
Sibona is working twoard his PhD in Computer Science and Information Systems. In January his research findings will be published by the Hawaii National Conference on System Sciences.

ABC News Partnering With Facebook For Midterms

ABC News announced on Tuesday that it will partner with Facebook to cover the midterm elections.
On Election Night in November, ABC News will feature reports from Facebook's headquarters in Palo Alto. The channel's coverage of the elections will also be streamed live on Facebook, as well as on ABC's website and iPad app.
In addition, in the weeks leading up to the election, Facebook will be seeking out voters in congressional swing districts, and soliciting questions for local debates.
ABC also announced that Diane Sawyer and George Stephanopoulos will be anchoring the channel's Election Night coverage on November 2nd.

The War on LGBT Teachers

The solution to LGBT teen suicide, specifically death-by-bullying, should be about the students. There's a lot of attention being paid to gay teen suicide right now, and I hope that it doesn't get misdirected to other projects that people want to push, legislation that would make adults feel better but wouldn't do much to concretely change the way LGBT kids are raised. It's easy to focus on big-ticket LGBT legislation as the solution to everything, but even states that have same-sex marriage still have an anti-gay bullying epidemic and gay teen suicides.
Anti-bullying programs would help alleviate some of what LGBT teens go through, as would good sex education that explained that human sexuality is diverse. Accountability for bullies and schools that don't care about bullies would help, and resources for homeless queer youth who are also contributing to queer teen suicide would alleviate some of the problem.
And supporting LGBT teachers would, too. I didn't know a single openly gay adult before I left high school, and I didn't have an openly gay teacher until my second year of college. There's a reason for that: being out and working with kids is inviting attacks, so many of us avoid the profession or keep our identities in the closet just to avoid possibly career-ending confrontation. According to  education is one of the most homophobic sectors of the work force there is (I don't know of a comparable American survey), and the only one that topped the list that wasn't a macho job.
I've done plenty of work with kids -- camp counseling, tutoring, substitute teaching, working study halls, and, most recently, teaching English here in France -- and depending on where I was working the homophobia was at times palpable and always created hopelessness. I lost one job because I was out. A school I worked in refused to allow a GSA to meet on campus (after, I stopped working there) on the grounds that some parents would be upset. And anti-gay insults were always being tossed around with almost no one willing to confront the casual homophobia.
Such an environment is a direct result of institutional action; there's something about kids meeting real-live queer people that signals distress in seemingly friendly parents and that makes less-than accepting parents' brains burst.

Lessons From Grading Schools With Test Scores

There's been tremendous controversy over using student test scores to measure which teachers are most effective. Through its "Race to the Top" grants, the Obama Administration has encouraged states to use test scores as part of the mix, but not make them the sole determinant.
While teachers, politicians, talk show pundits and parents debate the issue, New York City is already using student test scores to measure its schools. And the results have provided lots of confusion.
Mayor Michael Bloomberg's administration took a tip from Florida when it introduced A-F letter grades for schools back in 2007. These report cards are called progress reports because they measure how much progress schools make in helping to increase student achievement.
Eighty-five percent of a school's grade is based on state test scores. The remaining 15 percent is based on surveys of a school's environment by teachers, parents and students. But it's not really so simple. Within this formula, the city compares individual schools to 40 other "peer schools." It also compares them to the citywide average.
This way, the city can see whether a school in a wealthy neighborhood of Brooklyn, for example, has made more progress with its fourth graders than a school in Harlem. If the school in Harlem made more progress even though it had lower scores than the school in Brooklyn, it can wind up with an A while the Brooklyn school gets a C. Schools also get extra credit if scores go up for English Language Learners and special education students, as well as others considered at a higher academic risk.
Last year, scores on the state's math and reading tests went up by more than 10 percentage points in New York City. As a result, 97 percent of city schools got A's and B's. But this year, New York State decided to make its tests harder to pass. The state acknowledged that its exams had gotten too easy and is now phasing in higher, national standards. By requiring students to get more correct answers this year, the percentage of students deemed proficient fell by more than 25 points in New York City and throughout the state.
The city tried to compensate for every school's lack of progress by grading them on a curve. Only 60 percent of schools got A's and B's when the grades came out in late September. There were also more D's and F's. Not surprisingly, principals groused when their grades went down.
The Earth School in Manhattan's East Village went from a B to a D. The principal of the well-regarded elementary school, Alison Hazut, told WNYC Radio the grading system is flawed because it still relies on a single year's scores. "All the small schools like ours, especially schools that are trying to be diverse and progressive, we're all fluctuating all over the map so how can that be?" she asked.
The city's answer is that it needs to rely on a single year's scores to avoid letting schools slide based on prior accomplishments, and to reward schools that make improvements. It also claims that its progress reports have been getting more accurate over time as it adjusts the formulas. But principals, teachers and parents are still confounded when they see schools with excellent reputations wind up with lower grades than those where only 40 or 50 percent of students are considered proficient.
Now that the city and the state are moving ahead with a new way of measuring teachers, everyone will be watching the role of test scores. And if the progress reports are any measure, there will be lots of questions when teachers finally do get their own marks.

What Did The Arabs Really Win In The 1973 War With Israel?

To the Arabs, the "victories" of the October 1973 (Tenth of Ramadan) War proved that Israel was not invincible. To the Israelis, the Yom Kippur War proved that even when taken by nominal surprise, its military can strike back with tactical superiority.
But in the 37 years since, the Arab World has little to show in terms of victories; in fact, the events stemming from the 1967 Naksa (disaster) and the October 1973 War helped create the Middle East mess we find ourselves in today.

The swift and decisive Israeli victory on June 6, 1967 unmasked the empty rhetoric of Pan-Arab nationalism.
Fawaz Gerges, an expert on Islamic jihadist organizations and author of The Far Enemy: Why Jihad Went Global, told me in 2007 that the 1967 defeat and its aftershocks "can be considered the most pivotal event which helps us understand why Islamic militancy has become a potent force in the region".
Disillusioned nationalists abandoned socialism in favor of Islamism, and the power of radical groups began to grow. This continues to be the trend today.
In 1973, Egyptian President Anwar Sadat planned to cross the Suez, penetrate the Israel Bar Lev defense line and hold ground for a few hours, proving that he could go the distance with Israel, while the US State Department pressed Tel Aviv to negotiate over the return of Sinai. Syria's Hafez Al Assad wanted to retake the Golan through a decisive military victory.
A number of brilliantly orchestrated Egyptian military gains alarmed the Israelis during the first week of war; Egyptian armor had advanced into the Sinai and was punishing the Israeli defense lines. Using RPG-7s, Egyptian infantry managed to cripple Israeli tanks. The Israelis, who arrogantly had not heeded intelligence reports of an impending war, were so convinced that this had become a battle for their very survival that rumors surfaced of a nuclear strike option.
However, and against the advice of his chief of staff, Sadat's decision to further advance without air cover allowed the Israelis to launch a counter-offensive (thanks partly to US resupply of weaponry) deep into Egyptian territory which turned the tide of war on October 14.
The later dismissed Egyptian chief-of-staff Saad El-Shazly maintains in his book The Crossing of the Suez (still banned in Egypt) that these tactical decisions on October 14 sealed Egypt's fate.
By October 17, the Israelis crossed the Suez and headed toward the Cairo-Suez highway and the port city of Ismailia.
The Syrians, who had also made gains against the Israelis, quickly began to suffer material and human losses; Israelis retook the Golan (still occupied to this day) and advanced through Syrian territory on October 15.
Some 30,000 Iraqi troops and armor rallied to prevent the fall of Damascus. Despite halting the Israeli advance toward the Syrian capital, they too suffered heavily.
By the time of an October 22 ceasefire, Israeli forces were on the outskirts of Ismailia. On October 23, the Israelis surrounded the Egyptian Third Army, which Shazly claimed was on the verge of collapse.
Although Egypt agreed to the ceasefire, the Israelis continued to shell and air raid the surrounded Third Army.
When disengagement began on October 28, the Egyptians were so desperate to resupply their Third Army with food that they hinted at the possibility of unprecedented direct talks with the Israelis.
Arabs today point at that conflict as testament to their unity and claim the military gains prove that they are not powerless.
Arab states which did not send military forces in time for the conflict contributed in materiel and funds; Libya, among others, gave Egypt $1 billion to procure armaments.
But initial gains can never accurately predict how the rest of the war will be waged.
By October 24, the Israeli Army was 80km from Cairo and 40km from Damascus.
Egyptian nationalists say the return of the Sinai was the goal and that they achieved that through negotiations and the 1978 Camp David Peace Accords. However, they could not have achieved even the initial military gains had Israel not been occupied with the Syrians in the strategically more important Golan theater.
Furthermore, the Camp David Peace Accords alienated Egypt for a decade, broke Arab unity and effectively shackled Cairo to a series of international agreements and protocols it can never violate for fear of losing billions of dollars in US economic and military aid.
El-Shazly later wrote: "This brilliant military victory was turned into a political defeat when Egypt was removed from the camp of resistance to Israeli occupation of Arab lands to the camp of appeasement."
In the 1970s, Egypt was the Arab superpower and the counterweight to Israeli military might. Its transformation from a military adversary to a diplomatic rival left a schism in the geopolitical map.
In 1975, the Lebanese Civil War erupted, tearing the socio-economic fabric of the country apart - the effects are felt to this day. In 1977, Egypt and Libya had a brief war of their own, while a year later Israel invaded Lebanon in pursuit of Palestinian fighters.
In 1979, the Shah of Iran was exiled to Egypt and the new theocrats in Tehran began to preach of an Islamic revolution to sweep the Middle East. A year later, Iraq and Iran went to war - Syria sided with the latter despite Baghdad's help in 1973 - and in 1982 Israel again invaded Lebanon in what would be an 18-year occupation.
The PLO was forced to flee to Tunisia.
In 1979, Egypt was kicked out of the Arab League, as Iraq, Syria, Saudi Arabia, Libya, and Algeria vied for the role of "Arab superpower".
In less than a decade, any semblance of Arab unity had crumbled.
Nevertheless, Arab nationalists continue to mimic the propaganda of 1973 victories and have now applied the same mantra to the Israeli "retreat" from Lebanon in 2000, and what Hezbollah calls the Divine Defeat of Israel in 2006.
But wars are never fought solely on the front; they carry political, economic, ideological and public relations dimensions.
In the 37 years since this "victory", the Arabs have been unable to persuade Israel to agree to the, and have become absolutely impotent to prevent it from continuing the construction of settlements, which has effectively sliced up the West Bank.
What could have appeared as a Palestinian state in 1973 is today a series of nonviable cantons and refugee camps.
They could not prevent the Iraq-Kuwait row from escalating into an illegal occupation of the emirate.
They were unable to deter the US from invading Iraq in what everyone now knows to be a blunder; moreover, several Arab states allowed Washington to station troops and materiel on their soil.
The Arab League has been unable to break the siege and sanctions on Gaza since 2006, and has appeared indifferent to resolving the crises in Darfur, South Sudan and Somalia.
The destiny of the Middle East is today determined by three spheres of influence - Iran, Israel, and Turkey.

Egyptian Newspaper Fires Dissident Chief Editor

CAIRO — A leading independent Egyptian daily has fired its chief editor, an outspoken government critic, amid what journalists are calling a state crackdown on the media ahead of parliamentary elections.
Ibrahim Eissa's dismissal from Al-Dustour, announced in the paper Tuesday, comes as uncertainty has grown over Egypt's political future, with parliamentary elections less than two months away and constant speculation about the health of 82-year-old President Hosni Mubarak. Presidential elections are set for next year.
Eissa had long been a vocal critic of the government. Last month he was pulled from a popular talk show he hosted on a private satellite TV station, which the Journalists' Union condemned as "an organized attack on media freedoms."
Before his firing from the newspaper, Eissa warned of a government campaign against any criticism in the media, especially in light of approaching elections that activists expect to be marred by widespread fraud.
"The Egyptian regime cannot give up cheating in elections, so the only solution for the authorities is to stop any talk about rigging, rather than stopping the rigging itself," Eissa wrote in an editorial in Al-Dustour on Sunday. "So the result is the silencing of satellite channels ... and then the turn of the newspapers will come."
Al-Dustour reported on its website early Tuesday that the paper's mogul publisher Elseyed el-Badawi fired Eissa on Monday. Eissa later told the Qatar-based Al-Jazeera TV that he was told by the publishers they were firing him because they are under government pressure over his writings.
"They want us to shut our mouths and be silent," he said.
At the paper's Cairo office, reporters reached by phone said they were the only ones who showed up for work Tuesday while editors and management staff were absent.
Later the journalists issued a statement saying that they rejected Eissa's dismissal. "Without Ibrahim Eissa the paper will be tasteless, colorless and odorless," said the statement posted on the paper's website.

Egypt Journalists Decry Government Media Crackdown

CAIRO — The Egyptian Journalists' Union has accused the government of cracking down on media critical of authorities after two popular talk shows were closed down.
The closures come during a sensitive time for Egypt with parliamentary elections slated for November less than two months away and constant speculation about 82-year-old President Hosni Mubarak's health.
"There is an organized attack on media freedom in Egypt especially in light of the approaching parliamentary elections," said the statement obtained by The Associated Press Monday.
Egypt's media, especially television, were tightly controlled in the past and restricted to positive coverage of government activities. But an explosion of privately owned satellite stations over the past five years has brought programming that has pushed government boundaries when discussing politics.
The union's statement said that outspoken editor Ibrahim Eissa was pulled off his talk show without explanation and the 12-year-old program "Cairo Today" was also shut down. Both were broadcast on private television networks.
"This is no coincidence," said Mohammed Abdel Qudous, the head of the union's freedoms committee. "And as for the rest of the programs and talk shows, the owners were given orders to tone down."
Egyptian Minister of Communications Anas el-Fiqqi told The Associated Press that the closure of Orbit TV's "Cairo Today" had no political dimension and was only because the network had not paid its bills.
Orbit TV's Amr Adeeb acknowledged that there had been an "administrative misunderstanding" but pointed out that the network had since paid all its bills and the ban has remained.
"We have been operating in Cairo for 12 years. What has changed?" he told AP. "Does the voice of 'Cairo Today' need to be toned down? I have no answer."

Rousseff falls short of outright win in Brazil election

Brazil's presidential election will go to a second round after Dilma Rousseff failed to win an outright victory in Sunday's voting.
With 98% of votes counted, President Lula's former cabinet chief has 47% with Jose Serra trailing on 33%.
The two will contest a run-off vote in four weeks' time.
A strong showing by the Green Party candidate, Marina Silva, who polled 19%, may have cost Ms Rousseff a first-round win.
"We can confirm there will be a second round in the presidential elections," Ricardo Lewandowski, the president of the High Electoral Tribunal, told reporters in Brasilia late on Sunday.
Workers Party candidate Dilma Rousseff is the favoured successor to President Luis Ignacio Lula da Silva, who has completed two terms, and cannot run for a third.
Until just a few days ago, a second round had seemed unlikely. But Dilma Rousseff lost support late in the campaign.
The votes of the third-placed candidate will be crucial in deciding the outcome.
Marina Silva of the Green Party, a devout Christian, enjoyed a late surge in support - some of which appears to have come from evangelical Christians who turned away from Dilma Rousseff amid concerns about her stance on abortion.
Addressing supporters, Ms Rousseff said she welcomed the opportunity to explain her policies in more detail.
"We are warriors, and we are accustomed to challenges," she said in a speech in Brasilia after the result was announced. "We do well in second rounds."
Ms Rousseff was a front runner for much of the campaign and benefited from Mr Lula's widespread popularity and the country's booming economy.
Many analysts believe a scandal involving her directly would be the only scenario under which she could loose a runoff.
Boost "This is an electoral climate that favours the incumbent party," political analyst Luiz Piva told the Reuters news agency. "Brazilians are generally very happy with their government."
Centre-left candidate Jose Serra, the Social Democratic former governor of Sao Paulo state, had seen a boost in his support after corruption allegations surfaced involving a former aide of Ms Rousseff.
But Ms Silva seems to also have benefited. The third-place candidate's 19% share of the ballots was far higher than the 14% forecast for her.
"We defended a victorious idea and Brazil heard our cry," Ms Silva said in reaction to the result.
Brazil, one of the world's most populous democracies, was also choosing local and national representatives.
Voting is compulsory in Brazil, with results coming quickly, thanks to Brazil's electronic voting system.
Ms Rousseff, 62, served as Mr Lula's chief of staff from 2005 until this year, and is a career civil servant. Her tilt at the presidency is her first attempt at elected office.
During the 1960s and 1970s she was involved in the armed struggle against Brazil's military rulers, and was jailed for three years.
The 68-year-old Mr Serra is hugely experienced, having served as Sao Paulo mayor, Sao Paulo state governor and health minister under President Fernando Henrique Cardoso Mr Lula's predecessor. He lost the presidential election in a run-off to Mr Lula in 2002

Two Israeli troops guilty of using human shield in Gaza


An Israeli military court has convicted two Israeli soldiers for using a Palestinian child as a human shield during an offensive in Gaza in 2009.
The soldiers were found guilty of reckless endangerment and conduct unbecoming for forcing the nine-year-old boy to check suspected booby-traps.
It is reportedly the first such conviction in Israel - where the use of civilians as human shields is banned.
The sentencing will be decided at a later date, the court said.
No protection On Sunday, the southern command military court found the two Israeli soldiers guilty of "exceeding their authority to the point of endangering life" and conduct unbecoming in the incident in Gaza City's suburb of Tel al-Hawa on 15 January 2009.
A summary of the verdict said that - when rounding up residents of Tel al-Hawa - the soldiers came across bags in a home and ordered the Palestinian boy to search for suspected booby-traps.
"The boy, who feared for his fate and was under the stress of the situation, wet his pants," the three-judge panel wrote in the summary of the verdict.
"The court has noted that, unlike the soldiers, the child was, naturally, bereft of any form of protection."
However, the court acknowledged that at the time the soldiers - whose names have not been released - had been under "difficult and dangerous conditions".
The bags that the boy - identified only as Majd R - had checked did not have any hidden explosives and the child was later returned to his family unharmed.
Israel launched its Gaza offensive in December 2008, saying it was aimed at halting Palestinian rocket attacks from the territory controlled by militant Hamas movement.
Some 1,400 Palestinians and 13 Israelis were killed during the 22-day fighting.
Last year's report by UN investigator Richard Goldstone accused both Israel and Hamas of war crimes during the fighting.
